There are many hibiscus varieties that will survive a winter in zone 7. Director of Landscape at The University of Memphis, Joellen Dimond recommends a few. She also tells how to tell if the plant will likely survive the winter. Plants with a single woody stem are usually tropical hibiscus, which will not survive the winter. A hibiscus that has many stems coming up from the roots is most likely to be a perennial hibiscus, which will survive the winter.
